Usually oil-fouling means you have bad rings or valve guides.

Asking if there is too much oil in your engine is a strange question.  Get a manual and find out how to check it.  (bike vertical, dipstick not screwed in)

If you haven't already done it, do an oil change.  Manual calls for 10W-30 or 10W-40.  Then if your plug is still getting oil-fouled try a straight 30 weight depending on how cold an area you are in.  If you are still getting oil-fouling MAYBE go up to a straight 40 weight.  Straight weights and/or higher vis generally means less lubrication especially at lower temps so as you increase oil viscosity you should be more careful about starting out before the motor is warm and running at higher rpm.
